I believe they should be screwed on, but there are others here that may know better on this.

As I said, there are others here that would know better, but have never seen riveted on tank badges on a Harley, so your question made me curious. I went online and looked for examples of '58 emblems (I'm assuming you have the round cast emblems) and everything I saw was held in place by screws.

Round plastic tank emblems are correct for '58. They are gold and black as opposed to the gold and red ones in '57.
They came from the factory with small round-head rivets.

I think those rivets were just pressed into place. Not sure exactly what kept them from coming loose, so I didn't trust restoring my '57 that way. I used slotted screws with the same shaped head. Filled in the slots and touched them up with silver/aluminum paint.

The original front fender tips were plastic in '57 and '58 also (both years red and gold). Those are held in place with screws.

The correct rivets are two part, the inner piece goes into the tank strip, the outer part pushes into the inner piece to hold the emblem. The holes in the inner strip are too large for screws. The rivets were used to prevent guys cracking the emblems installing screws.

Well, as I said, I had no problem using screws in mine. Can't really pull the ones off the bike without messing them up. Just pulled my extra tank-shift '57 tank off the wall to look at those holes. Same thing... half inch long screws about the same diameter as the rivets. Screwheads fit nicely into the slight recesses in the badges.
Maybe someone welded up and re drilled the vertical tank strips ???

Old Dudes has every thing you'll need , cork gaskets, rivets and inserts. But you may need to trim the gaskets to fit the brackets , the cork doesn't give .
